Description

This panel will explore the challenges and opportunities with respect to integrating new and innovative technologies into the workplace. This could include the role of emerging technology such as Artificial Intelligence (AI) in the public sector, the incorporation of user-experience into government policy and service improvement, social media use, and other innovative technologies. Panelists will provide participants with both a sense of how to prepare for changing approaches, and how to remain successful while technological and contextual environments change within professional setting.

Paul Macmillan is the Strategy and Operations Consulting Leader for Deloitte Canada. Previously, he served as the Deloitte Global Public Sector Industry Leader, with responsibility for services to governments around the world. Paul studied Public Administration at Carleton University and received an MBA from the University of Ottawa. He has been an advisor to governments for over 30 years and has served as a member of Deloitte’s global social innovation board.

Paul is a globally-recognized leader in public sector innovation. His current research focuses on the challenges facing institutional leaders in scaling AI for positive social impact.

Paul is a contributing author to: Principles & Practice of Impact Investing - A Catalytic Revolution (Greenleaf Publishing, 2016). The book is the first to look at impact investing as a "refocus" of venture capital to sustain the development of societal impact enterprises. Paul’s chapter introduces new thinking on what he calls “the Science of Shared Value” and specifically the growing trend of integrating business and social analytics into public and private sector investment decisions.

He co-authored the book The Solution Revolution: How business, government, and social enterprises are teaming up to solve society’s toughest problems (Harvard Business Review, 2013). The book was among the first to highlight the growing global trend of solution ecosystems that are formed to address important social challenges in the areas of employment, industry, education and social innovation. The book topped a number of “Best of” reading lists including the Washington Post and Business Digest and received an Axiom Business Book of the Year Award for Strategy.

Taran S. Wasson is currently Talent Manager of the Canada’s Free Agents program at the Treasury Board of Canada Secretariat (TBS), Government of Canada. He most recently worked in Open Government, TBS, and has previously worked with the Privy Council Office, Employment and Social Development Canada (ESDC), Labour Program and Canada Border Services Agency.

Taran serves as the Chair of the Institute of Public Administration of Canada – National Capital Region, and has been with the IPAC-NCR Board since 2014. From 2012 to 2014, he was the National Co-Chair of YMAGIN, ESDC’s youth professional network, which he led to become the largest departmental employee-led youth network and actively worked with senior management to advance key priorities (e.g., Blueprint 2020 and innovation). He was previously the YMAGIN-Labour Co-Coordinator from 2009 to 2012.

Since joining the Ontario Public Service (OPS) as a management intern, Diane McArthur has held progressively more senior roles in several ministries including as the Assistant Deputy Minister and Executive Officer of Ontario Public Drug Programs, Assistant Deputy Minister of the Ontario Seniors’ Secretariat and the Executive Coordinator of Health and Social Policy in Cabinet Office.

Diane was the Executive Lead for the Premier’s Advisory Council on Government Assets where she led the internal team supporting an advisory council which reviewed and identified opportunities to modernize the LCBO, HydroOne and Ontario Power Generation. Diane’s team worked with ministries to successfully implement one of the largest IPO's in Ontario's history and the most significant reform of beverage alcohol retailing since prohibition.

In 2016, Diane was appointed Ontario’s first Chief Talent Officer with the Office of the Public Service Commission in Treasury Board Secretariat. In this role, Diane’s work supports increasing capacity to acquire, develop and retain OPS leaders who drive exceptional performance. In addition to her role as Chief Talent Officer, Diane was appointed as Chair of the Public Service Commission and Vice Chair of the Executive Development Committee in September 2017.

Michael Fenn has been an Ontario Deputy Minister under three Premiers, municipal chief administrator in Hamilton and Burlington, and the founding CEO of both Metrolinx and the Mississauga-Halton Local Health Integration Network (LHIN). He is a Director on the Boards of both the $90 billion OMERS pension fund and the TDSB’s Toronto Lands Corporation. He currently works as an author and management consultant, including as Senior Advisor to StrategyCorp and as a Facilitator with the Mushkegowuk First Nations Tribal Council. Michael has received a number of professional awards, including IPAC’s Lieutenant Governor’s Medal of Distinction in Public Administration for Ontario.

Vince Pranjivan is the Senior Advisor to the Commissioner of Revenue. Prior to this appointment, he was the Assistant Commissioner of the Ontario Region since June 2014. From 2008 to 2014, Vince held the position of Deputy Assistant Commissioner of the Ontario Region. Vince began his career with the Canada Revenue Agency (CRA) in 1981 as a payroll auditor in Vancouver. Since that time, Vince has held a broad range of senior management positions at both the national and regional levels including Chief of Special Investigations, Assistant Director of Audit, National Director of Specialized Compliance, Senior Advisor to the Assistant Commissioner and Director of both the Toronto East and Toronto North Tax Services Offices. As the Assistant Commissioner, Vince provided leadership to the largest regional frontline service organization of over 13,000 employees delivering programs and services in all areas of taxation and benefits. Vince is the National Champion for the CRA Team Leader and Manager community.

Vince is a Chartered Professional Accountant (CPA), a Certified General Accountant (CGA), a graduate of the Government of Canada's highly acclaimed Accelerated Executive Development Program and has a Master of Business Administration degree. Vince has extensive experience in taxation, finance, and executive leadership. In addition to his duties as a public servant Vince teaches at the University of Toronto’s Munk School of Global Affairs. He served for three years on the Board of Directors of the Association of Professional Executives of the Public Service of Canada (APEX) a national association fostering excellence in leadership within the public service. He was the Chair of the Finance and Accounting Advisory Committee for Seneca College for six years and is a member of the Audit committee for the Institute of Public Administration of Canada (IPAC). Vince was also Chair of the Federal Government Sector for the United Way Campaign Cabinet for Toronto and York Region which is the driving force behind the annual fundraising efforts.
